Summary

To make cities safer against climate change disasters, the Ministry of Land, Infrastructure and Transport is operating an urban disaster prevention system, including disaster prevention districts and urban disaster vulnerability assessments. However, as only 11 disaster prevention districts have been designated by 5 municipalities in South Korea, the disaster prevention district system has not been not fully implemented. This study suggests urban planning, projects, and incentives for promoting the disaster prevention district system. In addition, to boost disaster prevention districts, this study suggests operational directions for the designation/cancellation of disaster prevention districts, in connection with disaster vulnerability assessment verification. In addition, to boost disaster prevention districts, this study suggests operational directions for the designation/cancellation of disaster prevention districts, in connection with disaster vulnerability assessment verification, as well as improvements to urban master plan consultations, provision of specific training materials such as casebooks, and development of an urban disaster prevention platform.
